Outside the Line

← All Case Studies

Denise bought her house eleven years ago in a quiet Lacey neighborhood, about a mile from the nearest mapped floodplain. Her lender never mentioned flood insurance — the property sat in Zone X, outside the area FEMA considers high-risk, so it wasn't required. She'd heard flood insurance was for people who lived near rivers. She didn't.

In a wet November, a storm system stalled over the South Sound for three days. The ground was already saturated from weeks of rain. Stormwater that normally drained fine backed up at a culvert two blocks away, and water came up through her crawl space and across the lowest level of her home — not from a river overflowing, just from rain that had nowhere left to go.

Her homeowners policy covered wind and a long list of other perils. It explicitly excluded flood, regardless of cause. The claim was denied within two weeks. Because her zone was never high-risk, she'd never been required to carry NFIP or private flood coverage, and she'd never thought to ask whether she needed it anyway.

What this means for you

A property doesn't have to sit in a mapped high-risk zone to flood — many flood claims come from moderate- and low-risk areas, not just mapped high-risk zones. Zone designation tells you what your lender requires, not what your property is exposed to. Understanding the difference is the starting point — see Flood Zones Explained.
